Update face_preprocess.py

Utility Function read_image: Centralizes the image reading and mode/layout handling logic. Added type hints for better code clarity and type checking. Added dynamic image size handling. Error Handling: Improved error handling and assertions for robustness. Added comments for better understanding of the code.
