AvatarModifierArea passport setting not working after moving passports to system scene

## Description The AvatarModifierArea passport setting is no longer working since passports were moved to the system scene. Users can still access the passport modal when clicking on avatars, but the modifier area setting to hide passports is not being respected. ## Context - The passport UI was moved to the system scene - The AvatarModifierArea component has a setting to control passport visibility - This setting is currently not having any effect ## Expected Behavior When an AvatarModifierArea is configured to hide passports, clicking on a user's avatar should not display the passport modal. ## Actual Behavior The passport modal displays regardless of the AvatarModifierArea passport setting.
