bad windows paths in custom decoration popup links

Hi, I noticed a bug in Version 4.4.0, running on Windows 11 with VSCode 1.107.0. The fix feature for misspelled words works fine via quick-pick or quick-fix, but not via custom decoration popup links. See screenshots. The plugin reports it cannot find the open file. That's because of an invalid `file:///c:/...` path. Not critical, but annoying.
