Add instructions for using Docsify

[Docsify](https://github.com/docsifyjs/docsify) is an elegant alternative to static-site renderers, which largely renders markdown documentation libraries in the browser according to a configuration. Might it be possible to document simple configuration best practices for Docsify to render `docs/decisions` directory content?
