Visitors cannot pick up XP on other islands

### Expected behavior Visitors can pick up XP if it is allowed on an island. ### Observed/Actual behavior Admin claims he has a user that has this setting enabled, but for some reasons visitors cannot pick up xp. <img width="684" height="622" alt="Image" src="https://github.com/user-attachments/assets/3b3f5a29-328f-44c8-9cb5-6a9a2ea46950" /> ### Steps/models to reproduce Run AOneBlock on BentoBox 3.11.1 on a Paper 1.21.10 server. AOneBlock version 1.22.0.
