Silently ignore clear in cli_progress_step()

This is the best way I found to ignore a `...` argument (inspired by [this StackOverflow question](https://stackoverflow.com/questions/7028385/can-i-remove-an-element-in-dot-dot-dot-and-pass-it-on)). Most of the code change is just reindentation. Fixes #785.
