CI: switch from Travis CI to GitHub Actions

I have what I think are fixes for https://github.com/linnarsson-lab/loompy/issues/186 (all tests pass), but before submitting that PR, the current version of the code should be tested. This PR is enough GitHub Actions implementation to test the package and also build the wheel and source distributions.
