The API Owners review pill in the Start Prototyping phase is misleading

The Start Prototyping phase of a chromestatus entry has an "API Owners" review pill. For an example entry see https://chromestatus.com/feature/5127601250238464?gate=6194074211188736.

This is where the "Draft intent to prototype mail" button lives, which is fine, but the UI also shows an SLO and whether any reviews have happened yet.

This is confusing UI, because it looks the same as the required reviews in the I2E and I2S phases, but no explicit signoff is required for an I2P.
It would be great to change this UI to reflect that no signoff is required or even expected for the "API Owners" part of the Intent to Prototype stage. Maybe that just means removing the "API Owners" pill from that stage altogether and instead just inlining the "Draft Intent to Prototype" button into the page.
