Detect removed nodes that previously represented a stop

If a node representing a bus stop is deleted erroneously by a mapper (for example, [this one](https://www.openstreetmap.org/node/4243788328)) we want to detect this and restore that node, not create an entirely new one. We can do this with Overpass API's `diff`.
