Multiple stops can be matched to the same node

There is a bug where a node can be matched to multiple GTFS stops, resulting in an invalid changeset where the node is modified multiple times. The tool should detect this scenario and present it for disambiguation (or, if possible, automatically choose). Or maybe just remove the node from the candidate pool once it has been matched.
