[Bug]: Can Not install Clip

### What happened?
Can not install 'CLIP' on a fresh install, using Python v3.10.6 (64bit)
### Steps to reproduce the problem
1) Get a fresh clone
2) Run .\webui-user.bat
### What should have happened?
Installed correclty
### What browsers do you use to access the UI ?
