Support for sudo prefix on remote command

Initially this work was done to fix #112, but also adds the following functionality: * sudo command prefix (#112) * Support for no remote command - if the tun/tap device is already up * Fixes the sending of network config to network manager - send it only once (this is relevant if a few port bind / socks configurations are enabled) * Documentation for various modes of operation and what are the "best practices"
