Implement SearxNG Web Search

Implement a paginated web search using searxng as the back-end from the SEARXNG_URL environment variable or --searxng parameter. Script takes a --query parameter and obeys MAX_SEARXNG_RESULTS and SEARXNG_RESULT_CHUNK_SIZE environment variables for return scaling.
