`TestWindowsDNS` is being run on Ubuntu images

I'm not sure why the `if utils.HasFeature(t.Image, "WINDOWS")` catch isn't working anymore, but `TestWindowsDNS` is being run on Ubuntu. We're skipping the test manually (via the `-exclude_discrete_tests` flag) for now but I thought I'd still raise it here.
