Allow `org-node-find` to search and discriminate nodes using tags

I started to use more [tag inheritance](https://orgmode.org/manual/Tag-Inheritance.html) and wondered if we could come up with a way to search tags as well as node heading titles? On the topic of tags: "Some IDs share title, see M-x org-mem-list-title-collisions" reminds us of non-unique node titles, which might be discriminated using their tags? From a user perspective this would naturally complement tag inheritance.
