"already executing" loop if you change a dependency of a paused cell

pausing a cell that depends on another cell then changing the dependency puts the cell into an "already executing" loop. this blocks the UI somewhat so it's hard to unpause the cell, but once you do the loop stops. seems related to the already executing loop in #45
