Badger Orion GIF2014W-OSE (FCC ID GIF2014W-OSE) not decoded by decoder 282 despite strong RF captures

Problem
rtl_433 receives strong RF transmissions from the endpoint but decoder 282 never produces a decoded message.
The analyzer consistently detects repeatable FSK transmissions with good SNR.
I have verified:
- Genuine RTL-SDR Blog V4
- WinUSB driver installed with Zadig
- rtl_433 25.12
- Decoder 282 enabled
- Multiple IQ recordings captured
- Strong RF signal
- Analyzer detects repeated packets
Commands tested
rtl_433 -R 282 -f 904.4M -M protocol -F json
rtl_433 -R 282 -f 916.45M -M protocol -F json
rtl_433 -A -f 904.4M
rtl_433 -A -f 916.45M
Result
No Badger Orion messages are decoded.
Analyzer reports repeated FSK packets with good signal quality but decoder 282 never claims the packets.
