Fix Zig 0.14 compatibility: migrate array_list.Managed to ArrayList -> Bum to 0.14.x

- Updated all CLI commands to use std.ArrayList instead of std.array_list.Managed - Updated main jetzig library files to use std.ArrayList - Fixed build.zig structure and Zig 0.14 API compatibility NOTE: It still doesn't work on Zig 0.15.x due to new API changes.
