Portable services

Replace the old `rc.services` with a new `freebsd.rc.services` that more closely mirrors the structure of a services file and a somewhat similar `init.services` file that should be somewhat portable between FreeBSD and OpenBSD rc. Not all changes have been tested since GUI tools have not been upstreamed. However, `extra` and `freebsd-current` seem to function.
