Disable destabilization on cleansing
### Feature description
When you cleanse a single imprint off a tool that's way past it's magic capacity, it shouldn't immediately destabilize again, adding a new one back.
### How it improves the player experience
In vanilla gameplay, destabilization is a good feature that forces the player to spend experience to keep up with stabilizing your tool as a tradeoff for being able to repair it easily. However, in larger modpacks that add new enchants or raise the enchantment level of vanilla enchants (say via Apotheosis), it's very easy to completely blow your enchant capacity, and end up with dozens of magic imprints. You may say as I said, "oh, just cleanse them", but cleansing them just causes them to re-roll into others. This is un-fun, and a waste of resources. If you can cleanse them one at a time though, then it gives more purpose in spending the extra levels.
### Tetra synergies
This makes the cleansing feature actually useful late game with apotheosis, instead of being a waste of resources on a tool that can never be cleansed. Late game, the current implementation just nudges you to exclusively use vanilla tools and never touch tetra, so this feature would be nice.
