OOO working on Windows

- [x] 5 testing lanes going again (linux, icpx, intel mac, silicon mac, windows) - [x] make OOO and IntXX work on Windows, incl. all testing. For Windows, only clang-cl compiler completely works, not gnu - [x] started changelog
