Bump `@rbxts/pretty-react-hooks`

Older versions of `@rbxts/pretty-react-hooks` caused an edge case in plugins where it would not rerender due to having `_G.__ROACT_17_MOCK_SCHEDULER__ = true`. In my case, commander is used in a monorepo, and therefore I need to bump all versions of `@rbxts/pretty-react-hooks`.
