need httpx[http2]==0.28.1support for this package

### Feature request I am using a langchain-google-vertexai==3.1.0 which requires httpx>=0.28.0 but current packages requires httpx<0.28 ### Motivation reranker need to have latest packages ### Your contribution if by changing in requirements file fix this issue i can commit it
