Randomized effects/glitches or keyframe addition?

Is this standalone capable of creating keyframes? i mean I'm pretty sure in a editing software some parameters could have keyframes but what about for other users that doesn't have AE or the other mentioned editing software, and also if that's not currently possible is it possible just for effects to be randomized, I'm talking about (effects) vhs glitches to be added not the current parameters. Like vhs effects that randomizes throughout the video like some weird horizontal noise or blur movements, jitters, etc... or just random static noise occuring determined by a slider that would tell how frequent and severe it would be, also these should have separate sliders of the respective effects. And i also have a suggestion for the exporting! is it possible to have custom bitrates? CBR to be specific. the current exporting options is kind of inconvenient imo, I don't want to keep guessing what bitrate im about to put in a video, i have a pre-determined bitrate that i would put but i just couldn't because I can't input kbps/mbps, that's it for my suggestions.
