cloud-cluster metrics

They're a bit broken right now, the recording rules are missing because they currently only reside in the home-cluster Prom. If I create them in the cloud-cluster and let them get synced into Mimir, I end up with duplicate series. Probably the most sensible solution here is to reconcile the rules once from the home-cluster and push them into Mimir so that they *only* run here.
