Add state_beacon

Hey, I hope you don't mind adding my pkg [(state_beacon)](https://pub.dev/packages/state_beacon) to the mix. It seems to be a bit faster than mobx. I'm not sure I did everything correctly; I just copied the code for the `signals` implementation since they have a very similar API...but most of the work is done. Let me know if there's anything else that needs to be done.
