Limit location=roof/rooftop exclusion in amenity-points to features where this makes sense

When the current `amenity-points` layer was set up in #3712 all `man_made=*` features were given the additional condition: https://github.com/openstreetmap-carto/openstreetmap-carto/blob/9e80bd5258c009e68d7eaeec49a30fc1d85fba63/project.mml#L1653 This makes sense only for `man_made=mast` /`man_made=tower`/`man_made=chimney` and not for most other things, therefore it should only be applied to those.
