Add scoped-sub coverage for dedicated routing call sites

Add coverage for the Notedeck call sites that depend on dedicated routing semantics. Scope: * notifications remote timeline keeps `RequireDedicated` behavior under saturation * accounts contacts/giftwrap routing keeps dedicated semantics under saturation * document the saturation helper intent in test doc comments This is a coverage-only follow-up under the routing preferences implementation work.
