Scrolling too far scrolls the UI

**Describe the bug** When you scroll down when already at the bottom of the page, the UI scrolls. **To Reproduce** Steps to reproduce the behavior: 1. Go to the search tab or scroll down to the bottom of a comment section 2. Scroll down 3.
