The Penguins of Madagascar (BLES01219) randomly drops to ~0.2 FPS on Windows with Radeon RX 480 (works correctly on Fedora)
### Quick summary
The game starts and runs perfectly at full speed (60 FPS), but after a random amount of gameplay (usually between a few and several dozen minutes), performance suddenly drops to approximately 0.2-0.25 FPS.
The game becomes almost completely unplayable.
Restarting the game restores normal performance until the issue happens again.

The game should continue running at full speed.
Actual result
The game suddenly drops to approximately 0.2 FPS.
Sometimes audio briefly pauses but then continues normally.
The game never recovers until it is restarted.
GPU utilization drops to around 1-2%.
Things I already tested
Latest RPCS3 build
- Deleted shader cache
- Default settings
- OpenGL renderer (game crashes instead)
- Latest AMD driver (25.5.1)
- Windows power settings
- Different fullscreen/window modes
Important observation
Exactly the same hardware running Fedora Linux does NOT have this problem.
The same game runs correctly for long periods under Fedora using Vulkan.
Only Windows is affected.
