`om develop`: Don't use GitHub for omnixrc
Just got HTTP 503 (see below) on `direnv allow` of a project using `om develop` in its envrc (vira). This is yet another reason for us to host omnixrc at `https://omnix.page/om/develop/omnixrc/v2` (omnixrc is versioned on its own with its own changelog, separate from omnix version history).
