more robust waybar window-rewrite config

Need to upstream some waybar changes to support a more robust and stable window-rewrite config. implemented first in https://github.com/khaneliman/khanelinix/commit/9ab7e19c3a5dd4026047045a9837c9bd53780477 but requires too much manual maintenance and doesn't work right on login.
