Add flag for turning on notifications

In this pull request, one flag and one behavior change is done: - By default `waybar-updates` does not notifies when updates are needed. This would be a more sensible behavior as normally people would like to just see the updates on the bar and it is better to opt-in to notifications instead. - The flag `-n` or `--notify` is added to turn on notifications. This would solve issue #26.
