feat: release only on new change

Changes the workflow to only release, if there has been a commit in the last 24 hours, to avoid unnecessary releases without any changes. **Note:** While this works in theory, I was not yet able to test it yet. To definitively check if it works, we can wait until merging and check if action runs on my fork correctly.
