Explore making `data NoScriptDatum` uninhabitable

`data NoScriptDatum` would make more sense to be uninhabitable. The current definition's data constructor is used in `cardano-cli` however we should be able to remove it. Explore this after https://github.com/IntersectMBO/cardano-api/pull/1011 is merged.
