AST: overcapping of seals is not tracked

I do not track the seals we get in order, or keep track that we can have 3 seals at any time. Because of this, the user may draw more seals and we will miscount how many the user will have. This can be fixed with tracking seal order as well. This can be generated programmatically but is messy if it's done like that.
