Add comprehensive release notes documentation

- Added new file: `rpa/docs/source/release_notes.rst` containing detailed version history, major features, technical improvements, and bug fixes for all releases. - Updated `rpa/docs/source/index.rst` to include the release notes in the documentation table of contents. - Improves project transparency and helps users track changes and new features across versions.
