Improvements to drone cloning

- borg.sh: Consider drones without active status set as active - borg.mk: Add clone target for initializing new drones on existing setups - Fix indenting of Makefiles, dir-locals was disabling indent-tabs-mode for all files include makefiles which use tabs for indentation in build recipes.
