RHEL9: Your system is mis-configured: ‘/var/db/timezone/localtime’ is not a symlink

If you run `sessionInfo()` in `ghcr.io/r-hub/containers/rhel9` you see an error: ``` Your system is mis-configured: ‘/var/db/timezone/localtime’ is not a symlink ``` And then it hangs.
