Bug Report: Orange Pi 5 only supports up to 4 VLANs.

### What happened? I had been running the Ubuntu Jammy image provided by Orange PI themselves with 8 or more VLANs with no issue. However I wanted to update to a newer distro to make sure the NPU is working so I can run frigate (doesn't seem to be included in the Orange Pi Jammy image) However with your Noble image it seems I am restricted to 4 VLANs maximum, and I get these messages in dmesg when network is being configured. ### Kernel version 6.1.0-1025-rockchip ### SBC model Orange Pi 5 ### What operating system are you seeing this problem on?
