Stuck on sandbox when I don't have any sandbox mods.

The mods_p pak file when I load up the game and look at the modding menu says its sandbox. I don't know if it always said that, but I can still play on my main save, still saves my progress, but I can't join my friend's lobby because it thinks I have sandbox mods enabled even though mine are all verified and optional. Just a couple weeks ago I was able to play with them with the mods I had but then recently suddenly I'm not able to unless I disabled them or removed the pak file entirely. I'm working on a modding project with my friend; they have the mod as hidden but gave me access to it so I can test it with them. I put the mod in through integration like any other mod. It was labeled as sandbox so when I tried to join my friend it said that I had sandbox mods on. He told me his mod was verified and wasn't supposed to be sandbox. So I removed it from integration and subscribed to it from mod.io but still said I had sandbox mods on and still does. I already tried reverting my save to a clean save where it was not modded, still didn't work. I remember when he tried to join me, his game was saying he needed permission to join a game with a hidden mod. We use two different modding integrations by the way. I used Mint and he just subscribed from mod.io. Subscribing to his mod from mod.io was verified but putting it through Mint made it sandbox. I don't know if my integration is bugged and I need to make a new one. And yes, I already checked if any of the mods I have currently are hidden or were deleted. That wasn't the case either. I updated the cache through Mint and still didn't work. I exhausted all my options.   I thought my main save might have been converted to a sandbox save which is why I reverted to a previous save because it didn't let me join him through my main save.
