Fix mod.io regex to accept new format

- Allow for the new mod.io default links with `#...`, e.g. `https://mod.io/g/drg/m/a-better-modding-menu#description` - Assuming `:?` was intended as non-capturing groups - not optional `:` - swapped them to `?:`
