fix release blocking / release informing job frequency and max runtimes

https://github.com/kubernetes/test-infra/pull/36569 introduces an automated test and creates a list of known failing jobs some are fixed already in: - https://github.com/kubernetes/test-infra/pull/36572 - https://github.com/kubernetes/test-infra/pull/36573 but there are more to fix /sig testing release
