feat: Implement BilibiliSponsorBlock integration

This commit introduces the BilibiliSponsorBlock feature, allowing users to automatically skip sponsored segments in videos. - Creates a new `sponsorblock` module for modularity. - Implements a Ktor-based API client for the BilibiliSponsorBlock API. - Adds a new settings screen to enable/disable the feature and configure the skipping behavior for each segment category. - Integrates the segment skipping logic into the video player, including automatic skipping, a confirmation button, and a skip notification.
