no longer installable on ubuntu 22.04 out of box

After a recent release of setuptools-scm, gpustat is no longer installable on Ubuntu 22.04 (the current LTS version) without overwriting the system pip and/or setuptools (see https://github.com/pypa/setuptools-scm/issues/1112 for details). This can be worked around by pinning `setuptools-scm` to <8.2.0. (If you don't care about this scenario I won't be offended if you close this! I'm filing it in part to help anyone else that ends up in this state.)
