AppCleaner: Superfluous APKs in Downloads folder are not deleted even when option is enabled

**Describe the bug**
Even with the "Superfluous APKs" option enabled in AppCleaner, SD Maid SE does not delete APK files located in the Downloads folder that have been sitting in internal storage for days or even months.
**To Reproduce**
1. Open SD Maid SE
2. Go to AppCleaner
3. Make sure "Superfluous APKs" filter is enabled
4. Run a scan
5. Notice that APK files in the Downloads folder are not listed/flagged for deletion, despite being old and already-installed packages
**Expected behavior**
SD Maid SE should detect and list APK files in the Downloads folder (and other locations) as superfluous when the corresponding option is enabled, allowing the user to delete them and free up internal storage space.

- Device: Samsung Galaxy S24 Ultra
- OS: Android 16
- Root status: Not rooted
- SD Maid 2/SE version: Build: `v1.6.5-rc0 (10605000) ~ 0f36c1015/GPLAY/RELEASE`

**Additional context**
The APK files have been in the Downloads folder for days or months. They correspond to apps that are already installed on the device. The "Superfluous APKs" toggle appears to be enabled, but the scan consistently ignores these files.
