Ability to use psycopg2

### Which image/versions are related to this issue/feature request? As many Python shops, we're using Django with PostgreSQL. This in turn requires `psycopg2` to be installed. But currently, this cannot be installed due to the lack of libpq-dev (or equivalent) being installed on the system.
