Bad GPG Signature on EL9

Hello, Has there been a change to the EL repos? I'm getting this now when trying to update: > Error: Failed to download metadata for repo 'passenger': repomd.xml GPG signature verification error: Bad GPG signature I tried manually importing the keys and running `gpg --refresh-keys` per https://www.phusionpassenger.com/docs/advanced_guides/install_and_upgrade/apache/crypto_verify_install.html
