Using shortcuts from window list in panel (ex: Friends, Store) causes a new instance of steam to start

If you use the shortcuts from right clicking steam in your window list (not the tray) it will open a new instance of steam if you aren't using the normal directory in $HOME. If you are using the normal $HOME nothing happens (no window is opened or changed).
