Add chunk blending

Blending only happens if: - Mod is enabled or mod is disabled (if you completely remove Tectonic from the mods folder you will get hard borders, but if you turn Tectonic off via the config file, it will smoothly blend the chunks) - `blendingVersion()` is changed to return a different number.
